200 QUEEN STREET – AICKIN CHAMBERS® Barristers' Chambers Limited is pleased to announce that the four levels of 200 Queen Street are occupied.

The newly leased levels of 16, 30, 31 and 32 of 200 Queen Street provide premium accommodation for members of the Bar.

These chambers provide excellent views around Melbourne, and have been taken up by many senior members of the Bar, including those recently displaced by the termination of the lease at 500 Bourke Street.

BCL is currently advertising Level 34, the penthouse suite with two chambers and superior views. As an integral part of this suite, Level 33 is offered with four chambers and the privacy of the inter-connecting lift giving exclusivity to the tenants of these two Levels.

It is anticipated that building works will commence shortly on these floors with fit-out to tenant’s request.

All interested barristers should apply urgently.

BCL Building access Due to the shooting incident this morning, please be advised that the doors to 180 William Street, 205 William Street and 525 Lonsdale Street are on “Night Switch”. Security and maintenance staff are available to enable ingress and egress

Mr John Rutter and BCL’s Maintenance Officers are available for people accessing our buildings.

Building Managers of other BCL buildings are monitoring the situation. Police have advised that tenants should avoid leaving buildings, however it is believed that the weapon has been found.

Email Interruption Outgoing email has been affected by a SPAM attack. This attack has been stemmed, however manual deletion of a backlog of tens of thousands of emails is currently underway and normal operations are expected to resume at approximately 11:40am.

To Victorian Bar Telephone Users Due to an Optus fault, some external calls are not connecting and others are providing one-way speech only. Optus are presently working to correct the fault. Although this is an external issue, Barristers' Chambers Limited will endeavour to keep members up-to-date on the situation.

Common Areas BCL endeavours to provide high quality chambers for members of the Victorian Bar. Paramount to this objective is the maintenance of foyers and other common areas at a high standard of presentation for the benefit of barristers, their employees and their clients.

However, on occasions, this objective is undermined by the removal of BCL supplied furniture, the placement of inappropriate or dilapidated furniture or the storage of boxes and other materials in common areas.

The co-operation of tenants is sought to ensure that privately supplied furniture is of a standard in keeping with BCL supplied furniture.

BCL will become more active in managing the standard of furniture in common areas for the benefit of all tenants.

End of Lease: Latham Chambers The National Australia Bank (NAB) has advised BCL that it will not renew BCL’s lease of Latham Chambers®. The lease expires in March 2008.
The NAB has advised that it requires the four floors of Latham Chambers® to accommodate additional staff at its Group Headquarters. BCL has pressed the NAB to review the decision. In December last year, the Chairman of BCL wrote directly to Mr John Stewart, Managing Director and Group Executive of the NAB, seeking to persuade the NAB to change its decision. There have been several meetings between BCL and NAB executives in this regard but, unfortunately, the NAB insists upon taking over the four floors at the end of the sub-lease.
To enable BCL to continue to provide enough chambers to accommodate members of the Bar, BCL entered into an agreement to lease the top six floors and two mid floors at 200 Queen Street, Melbourne where BCL leases Level 27 known as Aickin Chambers®. The new area is approximately the same size as Latham Chambers®; it is a quality building with panoramic views and is close to both the court precinct and city facilities. Tenants of Latham Chambers® will have priority for a period and on a basis (yet to be finalised) to take up accommodation in this space and other vacant BCL rooms. It is expected that occupancy will become available progressively from September 2007. The possibility for group applications is being investigated.
This development provides tenants with the opportunity to avail themselves of new chambers within a quality building close to Courts and amenities or to move to other chambers within the BCL system such as Owen Dixon Chambers East or West or Douglas Menzies Chambers.

Telephone System Upgrade - Update Please be advised that the upgrade of the PABX is proceeding, however a further issue has arisen in relation to Telstra trunk lines which have caused some callers to receive engaged signals. This problem will be rectified at around 6am tomorrow morning due to the fact that the PABX must be shut down for approximately 15 minutes to enable re-programming to occur. Barristers’ Chambers Limited apologises for the inconvenience.

BCL is committed to refurbishing Douglas Menzies Chambers® including the Ground Floor, this follows the major refurbishment of the lifts.

Telephone System Barristers’ Chambers Limited is currently undertaking an upgrade of its telephone system scheduled to be completed in March 2007.

The upgrade will enable enhanced facilities to be available to all tenants and clerks (including the provisions of a VoIP (Voiceover Internet Protocol) capable system for those wishing to utilize this capability. BCL will be advising tenants of the new facilities following the upgrade. It should be noted that all current handsets will continue to operate.

Virtual Chambers In the past a number of virtual chambers have been offered by outside operators to members of the Bar. They use an email address to enable communication thus the term “virtual chamber”.
The Bar and BCL have provided the same service vicbar.com.au for over five years – it now has over 1000 members and costs only $27.50 per annum to join including GST, other services promoted by others cost in excess of $200.00 per month.

Connections to the Victorian Bar’s services are subject to the retention of membership of the Victorian Bar. BCL encourages all tenants to seriously consider the advantages of the Victorian Bar’s service.

Interruption to Email Service - Further Information Barristers Chambers Limited has ascertained that the cause of the recent email problems was a malicious denial of service attack. Update on E-mail difficulties Barristers’ Chambers Limited apologises to all users of the Bar’s internet system for the inconvenience and disruption caused over the past few days. The explanation for the problems is complex but it is not connected with the upgrade to the email system which occurred successfully over last weekend.

ODCE - Raising the Bar on Accommodation for the Bar Geoff Bartlett, General Manager of BCL writes on the refurbishment of Owen Dixon Chambers East -

"The result speaks for itself. Tenants who previously viewed the building as being downmarket and “past its useful life” have had a complete change of attitude. The building has a new lease of life and is now the premier site for the Victorian Bar and is now a valuable asset. BCL has “raised the bar” on accommodation for The Bar. Owen Dixon Chambers East is once again a premier site and should remain so for decades to come."

Geoff also states -

"BCL believes along with its consultants that the new VRV air conditioning units for which this is one of the largest sites in Victoria is a demonstration of the ability of these highly efficient systems to operate in a commercial environment. The Daikin units used so far have proved reliable; they are controlled by a sophisticated computer program linked to the windows, so that when a window is opened the system shuts down. Hooker Cockram’s work to refurbish this building whilst fully occupied on a three floors basis was a challenge, in programming and logistical terms, as tenants required an appreciable amount of quiet enjoyment during the day. They have also had to restrict their operations so as services to occupied floors were maintained. This, together with BCL’s requirement in relation to warranties which in general were to commence on the completion of the project added further complexity as the project length was over two years."
